Guidelines for building and managing Sai mandirs

  1. A group of a minimum of 5 Shirdi Saibaba devotees, must get together with the objective of building a Shirdi Saibaba Mandir or Meditation Hall and also to perform charitable activities to the public irrespective of caste, creed or religion

  2. It is preferable that this group consists of at least one Muslim and one lady as members in this group.

  3. All these members must seek the permission, blessings and approval of Shirdi Saibaba to construct the Mandir and perform charitable activities.

  4. If the project is approved by Shirdi Saibaba, this group of persons must form a charitable trust.

  5. The main objectives of the Trust should be:

    • Construction and maintenance Shirdi Saibaba Meditation and Prayer Hall for the benefit of the public.

    • Construction and running of Schools, colleges, education institutions, free dispensaries, Centres for poor feeding and homes for the aged for the benefit of the public.

    • Providing for grants, scholarships, fellowships and other forms of financial assistance to the needy and deserving students for pursuing education, vocational training, skill development etc.

    • Granting of financial assistance to any educational institution for granting scholarships, prizes, medals, awards for excellence in studies, sports and scientific research, distribution of books and note books for poor and deserving students.

    • Establishment, conduct, maintenance of clinical laboratories, hospitals, nursing homes, dispensaries and institutions of similar nature and providing financial assistance to the deserving persons for medical treatment, in any medical institution.

    • Providing financial assistance for performing annadhanam and feeding the poor directly and through other institutions.

    • Establishment, conduct, maintenance of old age homes, homes for physically challenged men, women and children and persons with similar disabilities and also for granting financial assistance to institutions performing similar activities.

    • Grant of donation to any Temple, Mosque, Church, Gurudwara and other places of worship and / or religious institutions. However, the Trust shall not undertake any religious activities.

    • Providing for or contributing to education and scientific research and development.

    • Providing relief to the poor and advancing any other object of general public utility.

    • The Trust will not carry out any activities with the intention of earning profit and will perform with service motive only.

    • No activities of the Trust will be carried out outside India.

  6. It is desirable to form a Trust when one or few major donor(s) contribute the land or substantial cost of the project and would like to have a significant control in the management and administration of the Trust to ensure its proper functioning. Alternatively, where a large number of persons will be contributing to the project, as well as collecting amounts from the public, it is desirable to form a Trust

  7. The committee should appoint an architect and prepare a plan for the construction of Shirdi Saibaba Mandir Complex, as well as an estimate of the cost of the land, building, Murthy (Idol) and Pranapratishta / Kumbabishekam function.

  8. The committee should appoint a chartered accountant as auditor of the Trust.

  9. The committee should appoint a lawyer as a member of the Committee or as an advisor.

  10. The committee should appoint an architect and prepare a plan for the construction of Shirdi Saibaba Mandir Complex. The architect should be given the responsibility from the beginning of the project until successful completion of the project.

  11. Since Baba's Mandir's are more like a darbar, where any person belonging to any religion or caste is permitted to come, the plan should not include Idols of any other Gods or Goddesses within this premise.

  12. These temples for other God's and Goddesses can be located in an adjacent premises with a separate entrance and exit, if the Committee members feel strongly about building a Temple for other Gods and Goddesses.

  13. The Trust should purchase / obtain land and register it in the name of the Trust. The Trust should then apply to all Government authorities like the Panchayat / Town and Country Planning etc for sanction of the plan and approval for the construction. After the plan is approved, the Trust should invite 3 – 4 quotations from reputed builders to complete the construction. The Trust should appoint a builder for construction in consultation with the architect.

  14. The Trust should apply to the Income Tax Office to get registration under Section 12 A of the Income Tax Act, in consultation with the auditor.

  15. If the Trust plans to seek donation from the public, they should also apply to the Income Tax Officer for exemption under Section 80G of the Income Tax Act, to get tax benefit for the donors, in consultation with the auditor.

  16. If the Trust intends to get donation from abroad, they should register and get approval from the Reserve Bank of India under FEMA, in consultation with the auditor and submit reports to the RBI and the Home Ministry.

  17. The Committee members should make large personal donation to the Trust and set an example for others. The Trust can then start collecting funds from others and issue proper official receipts.

  18. The Trust should seek donation from members of the public living in the neighborhood and outside and other institutions providing assistance for the prachar of Shirdi Saibaba.

  19. The Committee members should ensure the availability of funds and should ensure that the construction work proceeds smoothly without any delay.

  20. Since Baba's Mahasamadhi is present in Shirdi, it is not necessary to include a samadhi in the plan for the Mandir.
